2011 Top Cop Award Recipients Brandon Waggoner and Jeff Winborne With Chief Holmes

Chief Quentin Holmes, Sr. and Monroe Police Department are proud to recognize and acknowledge two of our officers. Brandon Waggoner and Jeffrey Winborne received the Top Cop Award on Friday, May 20, 2011 at the Top Cop Awards Banquet, which was held at the Monroe Civic Center.

These two officers went above and beyond their call of duty on April 24, 2010.

Corporal Waggoner and Corporal Winborne were preparing to go fishing at Lake Darbonne. They had just put their boat in the water when a crashing sound behind them caught their attention. Officer Waggoner stated a vehicle crashed through the guard rail on a bridge and had gone into the water. The vehicle was approximately one hundred yards away and sinking into the water.

These officers quickly responded to the area in their boat. As they were preparing to dive in, they observed someone in the water. Officer Waggoner entered the water to find a small child’s head just above the water with his mother attempting to hold the child up. The mother would surface, gasp for air then go under to continue holding the child up. Waggoner and Winborne rescued both the child and mother taking them safely to shore.

There is no doubt that these two officers quick response resulted in two lives being saved.
